Neil Kerr

Neil Kerr has worked extensively in the field of EU affairs, focusing on policy development and coordination. He has served in various key roles within the Maltese Government related to EU matters including heading the department responsible for the overall internal coordination on all EU-related issues, as well as serving as Deputy Permanent Representative to the EU from November 2013 to August 2017. During this period, which included Malta’s first Presidency of the Council of the EU, he chaired the Committee of Permanent Representatives (COREPER I) and managed policy coordination and preparations across its remit. Kerr also served as a Technical Attaché at the Permanent Representation from July 2006 to September 2010.

Prior to his appointment as Permanent Representative, he served as Head of Cabinet to the Maltese Members of the European Court of Auditors and the European Commission. Most recently, he served as Adviser at I.D.E.A. the European Commission’s Advisory Service, reporting directly to the President of the European Commission.

His experience across government also includes roles as Executive Director at the Water Services Corporation and Director at the Ministry responsible for Education and Employment.

Kerr holds a Master of Arts in Diplomatic Studies from the Mediterranean Academy of Diplomatic Studies and a Bachelor of Arts (Hons) in International Relations from the University of Malta.

He is married to Lysanne Kerr, and they have two sons and a daughter.
