Christopher Farrugia’s journey with Malta’s Permanent Representation to the European Union began in 2015, when he joined as a Senior Policy Officer focusing on land transport policy. During Malta’s first Presidency of the Council of the EU in 2017,
he chaired the Council’s preparatory bodies on land transport, and on horizontal transport policy.

Following the Presidency, Mr. Farrugia joined the European Commission, where he contributed to policy development in the emerging field of connected and automated vehicles within the Directorate on Communications Networks, Content and Technology (DG CONNECT), and later within the Directorate on Mobility and Transport (DG
MOVE). In 2019, he returned to Malta’s Permanent Representation where he covered the position of Antici. He later took on the position of Technical Attaché within the Competitiveness Unit at the Permanent Representation, covering policy development
related to the internal market, public procurement, and governance in EU lawmaking.

Before his career in EU Public Administration, Mr. Farrugia held several management positions in the private sector, at firms specialising in telecommunications and broadcast technology.

Mr. Farrugia holds a Master’s Degree in Business Administration from Henley Business School at the University of Reading, as well as a Bachelor’s Degree in Communications from the University of Malta.
