H.E. Francesca Camilleri Vettiger is the Ambassador of Malta to the Federal Republic of Austria and also the Permanent Representative of Malta to the OSCE, the United Nations, and other International Organisations in Vienna, as of 5 February 2026.
She previously served as the Ambassador and Permanent Representative of Malta to the Council of Europe in Strasbourg, since 19 June 2023. In this capacity, she also served as the President of the Executive Committee of the North-South Centre of the Council of Europe.
From 14 May to 14 November 2025, she presided over the Committee of Ministers’ Deputies, steering Malta’s Presidency of the Committee of Ministers and overseeing 55 policy events and 15 cultural initiatives held mainly in Strasbourg and Valletta, including three Conferences of Ministers – Justice, Children’s Rights and Youth – that unanimously adopted three respective political declarations and opened for signature the ‘Valletta Protocol’ enhancing judicial cooperation in the fight against transnational crime. The North-South Centre of the Council of Europe was revitalised under her leadership through a forward-looking medium-term strategy and the launch of the North-South Dialogues and the HEY (Human Rights Education for Youth) programme. Its membership also expanded, welcoming the Democratic Republic of Congo as a full member and Liberia and Lebanon as associate members, while advancing talks with other partners.
She has held senior positions across international and national policy, including serving as Deputy Permanent Representative and Legal Counsellor of Malta to the Council of Europe; Coordinator for International Human Rights Law at the Ministry for Foreign Affairs; Senior Policy Officer at Malta’s Permanent Representation to the United Nations and other International Organisations in Geneva; Coordinator on Legal, European Union and Local Parliamentary Affairs to Malta’s Deputy Prime Minister and Minister for European Affairs; and also practised at PiscoPartners law firm in both Malta and Zurich.
Ambassador Camilleri Vettiger’s academic work is devoted to international human rights law matters, especially those arising at the intersection of public health. She holds five degrees: three from the University of Malta – Bachelor of Laws, Diploma of Notary Public, and Doctor of Laws, as well as a Master of Laws in International Human Rights Law from Utrecht University in the Netherlands and a Master of Science in Global Health Policy from the London School of Hygiene & Tropical Medicine within the University of London in the United Kingdom. She also completed a semester abroad at the University of Montana in the United States of America and holds the warrant to practice law in Malta.
