• Malta’s Chief of Defence (2013 – 2022)

• Chief Executive Officer of the Authority for Transport in Malta (2022 – 2023)

• Ambassador of Malta to the Netherlands (2024 – to date)


Academic qualifications include:

• Diploma in Public Administration

• Bachelor of Science (Honours) in Physics

• Master of Science in Security and Risk Management


Graduated from The Royal Military Academy Sandhurst (UK) in 1996. Specialised in numerous fields including EOD (Explosive Ordnance Disposal), IEDD (Improvised Explosive Device Disposal), Post-blast Investigations, CBRN (Chemical, Biological, Radiological and Nuclear), Military / Technical Diving and Salvage Diving, as well as Strategic Intelligence. These specialisations were awarded by the most renowned military/police academies around the world including the UK, USA, Italy, Spain, Germany, Belgium, Netherlands, Hungary, Czech Republic, Poland and Denmark.

• Chairperson of the Explosives Committee

• National Sovereignty and Jurisdiction Commission

• Aviation Security Committee


Overseas deployments:

• Libya (2011)

• EUNAVFOR ATALANTA (2012)


Other roles / work experience include:

• Casual lecturer within the Department of Criminology at the University of Malta.

• Court Technical Expert (National Law Courts) in explosives and diving incidents (1998 – 2023)

• Court Technical Expert (International Criminal Court) during the Libyan Crisis in 2011
