Marlene Bonnici

H.E. Ms Marlene Bonnici, born on 11 March 1965, is currently serving as Malta’s Ambassador to the Federal Republic of Germany, a role she began in January 2025. She is married and has one daughter.

Ambassador Bonnici holds a First-Class Honours Bachelor’s degree in Education from the University of Malta, which she completed in 1989. Her studies focused on Psychology, Philosophy, Sociology, and German. She later pursued postgraduate studies in Diplomatic Studies at Oxford University (UK) as a Chevening Scholar between 1991 and 1992, earning distinctions in all subjects. In 1999, she continued her education in European Affairs at the Institut International d’Administration Publique (IIAP) in Paris.

Ambassador Bonnici began her career as a teacher of German before joining Malta’s diplomatic service in 1992. She served as First Secretary and Deputy Head of Mission at the Embassy of Malta in Bonn from 1992 to 1995, and as First Secretary at the Embassy of Malta in Brussels from 1995 to 1998. Upon returning to Malta in 1999, she played an important role in Malta’s EU accession process, serving as Counsellor at the EU Directorate within the Ministry for Foreign Affairs from 1999 to 2001. She later moved to the Office of the Prime Minister serving as Director from 2001 to 2004. She was appointed Director General at the Office of the Prime Minister in 2004, where she served until 2011, and later became Permanent Secretary in the same office from 2011 to 2012. During this time, she led the office responsible for EU funds in Malta and was also the Head of the Managing Authority

In 2012, Ambassador Bonnici was appointed Malta’s Ambassador and Permanent Representative to the European Union, a position she held until 2018. She also led the Permanent Representation during Malta’s first Presidency of the Council of the European Union in 2017. Following this, she served as Ambassador to the Netherlands and to the International Organisations in The Hague from 2018 to 2020, and as Ambassador to Denmark between 2019 and 2020. She was appointed Ambassador to Germany in 2020, however later in the same year she returned to her role as Malta’s Ambassador and Permanent Representative to the EU until the end of 2024. In January 2025 she returned to Berlin to assume her current role as Malta’s Ambassador to Germany.

Ambassador Bonnici is fluent in Maltese, English, German, and Italian, has a working knowledge of French and Spanish and a basic knowledge in Arabic.
