Vanni Xuereb

Ambassador Vanni Xuereb graduated in Law from the University of Malta, completing his doctoral thesis in 1988 on “The Law Governing the External Relations of the European Communities – A Mediterranean Perspective.” He furthered his studies in Advanced European Legal Studies at the College of Europe in Bruges, Belgium, between 1988 and 1989. Additionally, he holds a degree in Theology from the University of Malta.

His career has been dedicated to EU and international affairs. He worked as a Legal Research Officer at Malta’s Permanent Delegation to the European Communities in Brussels and served as a Legal Consultant on EU Law for the Malta External Trade Corporation (METCO). He also practiced law, specialising in financial services and EU Law.

From 1999 to 2007, he was the principal advisor to the Maltese Episcopal Conference on European matters.

In May 2008, he was appointed to lead the re-activation of the Malta-EU Steering and Action Committee (MEUSAC), facilitating government engagement with civil society on EU-related issues. He headed the agency until 2019.

Ambassador Xuereb was a founding member of Malta’s National Commission for the Promotion of Equality (NCPE) and served on the Experts’ Forum of the European Institute for Gender Equality (EIGE) from 2009 to 2019. He also worked as a visiting lecturer in European Studies at the University of Malta.

Over the years, he has contributed articles to both local and international publications on EU-related matters, including Malta’s relationship with the EU before and after accession. Additionally, he has participated in radio and television current affairs programs discussing EU issues. On May 12, 2015, President François Hollande awarded him the title of Chevalier de l’Ordre National du Mérite of the French Republic in recognition of his efforts to strengthen Malta’s ties with the European Union.

He served as Malta’s Ambassador to Spain from January 2019 to August 2020 and subsequently as Ambassador to Germany until January 2025. During his tenure in Berlin, he became the first Maltese official to lead Malta’s delegation to the International Holocaust Remembrance Alliance (IHRA).

Following this, he was appointed Ambassador to the Kingdom of Belgium, non-resident Ambassador to the Grand Duchy of Luxembourg, and Head of Mission to NATO. He presented his credentials to His Majesty King Philippe of the Belgians on March 5, 2025
