Jennifer Orlando-Salling

Dr Jennifer Orlando-Salling joined the Permanent Representation of Malta to the European Union as Ambassador, Representative to the Political and Security Committee (PSC) in March 2025.

Her diplomatic career spans multiple key roles within Malta’s foreign and European affairs. Between 2015 and 2019, she served as Nicolaidis and Acting Deputy PSC Representative at the Permanent Representation of Malta to the EU, during which time Malta held its first Presidency of the Council of the European Union in 2017. In addition to her role as Nicolaidis, she was appointed Mashreq/Maghreb (MaMa) and Middle East/Gulf (MOG) delegate, as well as Brussels-based Human Rights (COHOM) delegate. Following her tenure in Brussels, she was briefly based at the Ministry of Foreign Affairs in Malta, where she held the position of Coordinator in the Directorate-General for Political, External Relations, and European Affairs. From 2019 to 2020, she was posted as Deputy Head of Mission and Consul at the Embassy of Malta in Cairo, Egypt. Earlier in her career, Dr Orlando-Salling held traineeships at several institutions including the European Parliament, the House of Commons of the United Kingdom and United Nations International Criminal Tribunal for the former Yugoslavia. 

Beyond her diplomatic career, Dr Orlando-Salling is a legal scholar with an extensive academic background in law, politics and government. In 2020, she joined the Centre of Excellence for International Courts and Governance at the University of Copenhagen as a Doctoral Fellow in European Union Law and Constitutional Law. During this time, she was also a Lecturer in Criminology and International Law and Governance. As part of her doctoral studies, she spent time as a Visiting Scholar at Princeton University, the University of Milan (La Statale), and the University of Cambridge. A published academic, she has received multiple academic awards, most recently the prestigious ‘re:constitution’ Fellowship. Dr Orlando-Salling successfully defended her PhD in 2026.  

Dr Orlando-Salling additionally holds a Master of Laws from the University of Copenhagen, a Master’s Degree in European Politics and Government with Distinction from the London School of Economics and Political Science, and a Bachelor’s Degree in Law with Honours from University College London. She has also completed specialised courses in European Union Law and International Human Rights Law at the European University Institute in Florence. 

Dr Orlando-Salling is married and has three daughters.
