Francesca Camilleri Vettiger

Ambassador Francesca Camilleri Vettiger was appointed as Permanent Representative of Malta to the Council of Europe as of 19 June 2023. In this role, she currently serves as the Chair of the Executive Committee of the North-South Centre of the Council of Europe.

Before her appointment as Permanent Representative, H.E. Dr Camilleri Vettiger served as the Deputy Permanent Representative and legal advisor at the Permanent Representation of Malta to the Council of Europe since April 2019.

Prior to that she worked as coordinator on International Human Rights Law matters within the Ministry for Foreign Affairs and Trade Promotion in Valletta.

In 2016 she was posted to Geneva as Senior Policy Officer at the Permanent Representation of Malta to the United Nations and other International Organizations where she represented Malta at the World Trade Organization in preparation for and during Malta’s Presidency of the Council of the European Union.

Before that, she worked at the Ministry for European Affairs in Valletta as the Legal Advisor and Coordinator on European Union and Local Parliament Affairs to the Deputy Prime Minister who was also the Minister responsible for European Affairs. In this capacity, she led the legal team to undertake a rigorous drafting exercise of numerous legislative amendments aimed at strengthening the separation of powers and increasing transparency by implementing, among others, relevant Council of Europe recommendations, and also at improving the efficiency and effectiveness of parliamentary sittings.

Prior to joining the public service, she worked in the private sector for the multidisciplinary law firm PiscoPartners, both at the Valletta and the Zurich office.

Ambassador Francesca Camilleri Vettiger holds the warrant of Advocate and has graduated with a Doctor of Laws degree from the University of Malta, a Master of Laws degree in Public International Law with a specialization in International Human Rights Law from Utrecht University, and a Master of Science Degree in Global Health Policy from the London School of Hygiene and Tropical Medicine within the University of London.
