Ms. Ruth Farrugia joined Malta’s Foreign Service in 2003 and was first assigned a desk in the Bilateral Department covering various countries. 

In 2004, she was posted to Dublin, as Deputy Head of Mission and served as Chargé d’Affairs for three years of her posting.  On returning to Malta she was assigned a desk in Global Issues covering amongst other things Candidatures, Climate Change, Environment and Law of the Sea; this also involved participating at EU meetings on the issue.

Ms. Farrugia was appointed Consul General in Toronto in August 2011 for 3 years.  During her term as CG she helped the Maltese diaspora apply to be reinstated as Maltese citizens, apply for passports, register birth and marriage certificates, apply for pensions and various issues that required help with Maltese institutions.  She recognized that the Maltese Diaspora living across all of Canada needed a dedicated service that would help them apply for the various services without their having to travel to Toronto.  This gave rise to the Consul on the Move which has been operating since 2015.

After spending another year in Malta in the Global Issues Department she was assigned to be Chargé d’Affairs in Athens for seven months during which time she was offered the post of Consul General in Shanghai.  When in China her term as Consul General in Shanghai was for 18 months, after which she served as Deputy Head of Mission in Beijing for another 18 months.

At the end of her term in China, she returned to Malta and worked at the Ministry till she retired in January 2021.  Ms. Farrugia came out of retirement to help out in manning the Consulate General in Toronto for six month which will end on the 24th April 2025.  She is very happy to be back serving the Maltese-Canadians and again trying to identify ways in which their needs from Malta can be addressed with the least possible hassle.
