David Muscat

Representative David Muscat presented his credentials as the Head of the Representative Office of the Republic of Malta to the State of Palestine to His Excellency Dr. Mahmoud Abbas, President of the State of Palestine, on 17 February 2026.

Representative Muscat joined the Maltese diplomatic service in 2002 following the completion of a degree in law and international relations as well as a Diploma of Legal Procurator at the University of Malta.

Prior to his posting in Ramallah, Representative Muscat served as the Deputy Head of Mission and Consul of the Embassy of Malta in Kuwait from 2020 to 2023. During his diplomatic career he has also been posted to the Permanent Representation of Malta to the European Union in Brussels (2006-2012) with responsibilities on the coordination of Malta’s eligibility to EU Funds and Programmes as well as Malta’s position on the EU Budget (Expenditure), to the European Commission in Brussels (2012-2015) to advise on education and training policies for EU Member States, and was also seconded to the Ministry of Foreign Affairs of the Netherlands in The Hague (2015-2016) as part of the EU Presidency coordination team.

During different tours of duty at the Ministry for Foreign Affairs in Valletta, Representative Muscat held the post of Head of Unit for Western Balkans and Türkiye (2023-2025), with highlights being the coordination of political consultations with Albania and Bosnia-Herzegovina and involvement in the official visits to Malta of the Foreign Minister of the Republic of Türkiye and of the Deputy Prime Minister of Montenegro.

As Head of Unit for Sub-Sahara African countries (2016-2019), Representative Muscat contributed to the drawing up of Malta’s first strategy on Sub-Sahara Africa as well as the establishment of diplomatic relations with a number of Sub-Saharan African countries.

Representative Muscat also formed part of the protocol division as part of the taskforce coordinating Malta’s EU Presidency in 2017 and Malta’s hosting of the Valletta Summit on Migration and the Commonwealth Heads of Government Meeting both in 2015.

Representative Muscat is proficient in Maltese, English and Italian and has a good working knowledge of French.

Representative Muscat was born on 4 August 1976.
