Ambassador Francesca Camilleri Vettiger is the Permanent Representative of Malta to the Council of Europe, appointed on 19 June 2023. In this capacity, she also serves as President of the Executive Committee of the North-South Centre of the Council of Europe.
From 14 May to 14 November 2025, she presided over the Committee of Ministers’ Deputies, where she steered Malta’s Presidency of the Committee of Ministers and oversaw the 55 policy events and 12 cultural initiatives held mainly in Strasbourg and Valletta, including three Ministerial Conferences that unanimously adopted three political declarations and opened for signature the ‘Valletta Protocol’ modernising mutual assistance procedures in criminal matters.
Under her leadership, the North-South Centre has been revitalized through the adoption of a forward-looking strategic vision. The Centre has since welcomed the Democratic Republic of Congo as a full member, and Liberia and Lebanon as associate members, while actively advancing negotiations with additional partner countries.
She has held senior positions across international and national policy, including as Deputy Permanent Representative of Malta to the Council of Europe, Coordinator for International Human Rights Law at the Ministry for Foreign Affairs, Senior Policy Officer at the Permanent Representation of Malta to the United Nations, Legal and Political Advisor on European Union and Local Parliament Affairs for Malta’s Deputy Prime Minister and Minister for European Affairs, in addition to practicing law in a private firm.
Ambassador Camilleri Vettiger’s academic work is devoted to international human rights law matters, especially those arising at the intersection of public health. She holds five degrees: three from the University of Malta – Bachelor of Laws, Diploma of Notary Public, and Doctor of Laws, as well as a Master of Laws in International Human Rights Law from Utrecht University and a Master of Science in Global Health Policy from the University of London. She also completed a semester abroad at the University of Montana in the United States of America and holds the warrant to practice law in Malta.
